Is my school dress code policy fair?

I think the dress code is a bit too far. I can understand the business with the short-shorts, tank tops, the sleeveless shirts, and the ripped jeans. The principal, and staff wants the students to look presentable to the cl. But with the sandals and the flip flops is going too far. I think the proper attire to wear to school on a hot day, is a T-Shirt, (as long it does not say anything vulgar or advertises alcohol/tobacco) a nice pair of shorts, but not too short. (such as athletic shorts, jean shorts, of shorts that goes down just above your kneecap) and if you want ot wear a pair of sandals, flip flops are okay, but it will be preferred to wear sandals with a heel strap, that way they stay put on your feet, and no fear of them being lost, or the student tripping since there is no support with sandals.
