A Maths probability question:?

Telephone numbers are made up of either 6 or 7 digits. If repetitions are allowed, but the first number cannot be 0 or 1, calculate how many telephone subscribers can be accommodated under this system [Answer: 8,800,000 subscribers] Please help me! Show workings and perhaps explain a bit? Thank you very much :D
