My 1991 jeep cherokee runs great most of the time on flat ground but as soon as i hit a hill i lose speed?

if i try to give i more gas to compensate it starts to spit and sputter.... it also does this sometimes on flat ground...and it sometimes starts hard.....ive already change the TPS.....and checked the converter....
