It wouldn't be a good idea to shoot them for a property crime, but what you can do is position a video camera where you can catch him in the act and hopefully obtain the person's name and such. Also, if the vehicle paint is damaged and it costs over a certain amount, it could amount to Felony vandalism and the person would be subject to some jail time. It just depends on the cirstance.
